Normally in any country in the world, roof rack is permitted for max. weight of 50 kg. The reason is safety. I am looking for something the covers the entire top of the FJ and can handle the weight of 2 adults, either on a mattress or a tent (a regular small carrefour type of tent, not a roof tent.)

The noise will be there always, even if you would have a million value rack.
I'm sure, you don't want to use your rack as per attached image.

I don't really want a roof rack, so maybe this could be a good solution when we go camping. 2 adults and 2 kids in a FJ don't leave much space for camping gear....
