Although I am not a local I have lived in Dubai since 1984. So I can comment on my years of experience waiting on the cooler winter months. It is normally safe to expect the cooler weather to arrive within the last week of October. There is no specific date so I would be sceptical of someone stating an exact date! But when winter weather does finally arrive it is most welcome! We can turn the a/c off, roll down the car windows and really enjoy the morning air on our desert drives! The next 6 months will be wonderful as always!

I'm using on the smartphone Morecast, which gives very accurate info, radar and even webcams. It's available for Android and iPhone.
